implements the classic Reinisch and Huang 1983 signal tracer and an expert system for trace interpretation and scaling of the standard URSI
characteristics. Following the trace extraction, several algorithms are run to compute the vertical electron density profile. This version 3
was used in Digisonde 256 in the 1980s.
