UPC-RapidNetwork: VTEC Computation

                Description
From every individual STEC estimation the VTEC is directly computed by applying the agreed common thin layer model, assuming the electron content concentrated at 450 km spheroidal height. In other word by dividing the STEC by the corresponding thin shell layer model at 450 km of effective height at the given ionospheric pierce point (IPP).
