eSWua IONOWORLD tool: sTEC computation

Description
The sTEC is derived from the code observables on L1 and L2 frequencies for each satellite-station pairs. In order to remove the biases affecting the sTEC data, satellites and stations biases provided by CODE in the IONEX files are used.
